WalterFedy was retained by the Shelburne Police Service Board to conduct a facility needs assessment for the police facility located at 203 Main Street East in Shelburne. The purpose of the study was to analyze the existing facility and to determine whether or not it was adequate to accommodate growth through 2035. If not, we were to determine the operational and financial impact of providing the accommodation for police services by either constructing an extension at the current Town Hall, relocating the police services into another available building, or addressing the growth needs by constructing a new facility on newly purchased land.

As part of the study, we assessed the current facility and future growth needs to develop a plan that will be used as input into the Town’s Development Charges Study to ensure that appropriate growth generated funds are on hand to fund the plan. Our assessment was comprised of:

  • Review of the existing facility to determine existing deficiencies including present and future space needs through the year 2035. The assessment included an evaluation of the existing facility related to usable size and functionality.
  • Exploration of the option to expand the facility in its current location in addition to other available development options in order to address current deficiencies and to accommodate the projected Police Service growth through the year 2035.
  • Financial analysis of the construction cost for each development option to be used as input into the town’s Development Charges Study.
